BOARD OF HEALTH MEETING
July 17, 2012

Chair Steve Fram opened the meeting at 6:00 p.m. Elaine Byrne, Alba Gouldthorpe, Health Agent Deborah Rogers, and Health Inspector Virginia Bacon also attended.

Alba Gouldthorpe moved to accept the June 19, 2012 minutes as presented, seconded by Elaine Byrne and voted unanimously.  

181 ORCHARD STREET – Matt Steinel from Millennium Engineering, Inc. is requested the following variances for the property located at 181 Orchard Street.  1.) to reduce the required setback from bordering vegetated wetlands to the septic tank from 25’ to 16.7’.  2.) To reduce the required setback from surface waters to the septic tank from 25’ to 16.7’. 3.)  To eliminate the required 12” separation from the outlet of the septic tank/pump chamber to the estimated seasonal high water table.  Tank shall have pre-cast rubber boot connections and shall be vacuum tested in the field to prove water tightness.  It was moved by Elaine Byrne to accept the variances after revised soil to be removed, seconded by Alba Gouldthorpe and voted unanimously.

23 SCHOOL STREET – Bob Grasso represented the homeowners for the property located at 23 School Street requested the following variance.  Reduction in groundwater separation to soil absorption system from 4’ required to 3’ provided.  It was moved by Elaine Byrne to accept the variance as presented, seconded by Alba Gouldthorpe and voted unanimously.

PAD LOCKS FOR COMPACTORS – Steve Fram explained to the board that the Transfer Station employee, Bob Bishop arrived at work one day and the gates were wide open and there were several people (helping themselves)using the compactors without supervision (to the compactors). Steve Fram suggested pad locks on the compactors if this situation happens again.
